To those who intend to apply for examination for the first time
Introduction
As you can see in the “Outline of certification system of machinery” page, there are “individual examination” and “type examination” in the examination. In each case, it will be confirmed by examination and testing. whether the machines, etc. conform to the standards (standards and facilities etc. to be possessed by the manufacturer) specified by the Minister of Health, Labour and Welfare.
Individual Examination
This is done for each one of the machines subject to the test, and the individual examination item of our association is “Emergency stopping devices on rolling mills for kneading rubber, rubber compounds or synthetic resin (one with electrical braking method)” only.
Type Examination
Machines etc. which is certified for each type. Certified machines etc can be manufactured or imported without restriction on the number for the valid period of the type certificate.

Since the individual and the type examination differ in character, the process of the examination also differs.
The following Q & A is targeted to the case of type examination which is overwhelmingly numerous even from the actual result of our association. For individual examination, please contact us directly.
Ｑ１：What kind of products can be certified?
Ａ：Machine etc. for which TIIS is registered as an examination agency are 13 items such as explosion-proof electric machine intended to be used in Japan. These items are shown on this homepage “Outline of the certification system of machines etc.“. The Agency conducts the examination(s) of these items as registered individual or type examination agency of the Minister of Health, Labour and Welfare.
Ｑ２：Can anyone apply for the examination?
Ａ：If you are a manufacturer or importer of machines etc. to be certified, you can apply for examination both company and individual. Foreign manufacturer can apply for examination directly from abroad. User of these machines etc. can also apply for certification as importer. In rare cases, you can manufacture and apply machines etc. for your own use.
Ｑ３：Do you need a special qualification to apply for the examination?
Ａ：Since it is an examination of machines etc. directly related to the safety and health of person working at the workplace, it is stipulated that those who intend to take a test (hereinafter referred to as the applicant) must have the following facilities etc. This is one of the conditions for the examination.
For foreign manufactured machines etc., applicant (importer) does not need to have these facilities etc. if foreign manufacturers have these facilities etc.
a) In addition to the facilities necessary for the manufacture of machines etc. of the type to be examined, facilities necessary for inspection of the machines etc.
Facilities necessary for inspection is specified according to the type of machines etc., but facility which must be possessed may be deemed possessed if it is owned by others can be used at any time.
b) The person responsible for production related to the manufacture of the machines etc. who intends to apply the examination. The responsible person is required to qualify as academic qualifications and practical experience for a certain period of time.
c) Inspection organization that inspects oneself machines etc. of type to be examined whether it complies with the standard specified by Minister of Health, Labour and Welfare or not.
d) Inspection rules for inspection of machines etc. of the type to be examined, stipulating inspection standards and inspection methods, etc.
Ｑ４：Even when manufactured product is one, does the same qualification requirements are applied?
Ａ：For machines, etc. of only one, you can apply a type examination as “single unit”. In this case, the applicant does not need to have own facilities. In addition, there is no need to submit the “the results of the preliminary tests” shown in Q5 below.
Ｑ５：What does need for application of the examination?
Ａ：Broadly speaking, it is the next three.

As application documents, at least the following items are required.
a) ”New application form” in a predetermined format
b) Drawings(Structural diagrams, circuit diagrams etc.) of machines, etc. to be certified
c) Description with respect to performance of the machines, etc. and instruction manual
d) Outline of the manufacturing and inspection facilities, etc. of manufacturer shown in Q3
f) Documents that describe the preliminary test results that the applicant (manufacturer) carried out in advance about the machines, etc. to be examined
２．As a general rule, test sample(s) shall be submitted at the time of application. The number of samples to be submitted varies depending on the type of machines, etc. to be examined as follows. Depending on the type of machines, etc., parts may be prepared separately.

Aside from the above, in principle one
[What you need for preparation of testing]・For replacement type of dust masks with intake assist, submit one charger.
・For powered air purifying respirators, submit three chargers and one attachment for particle collection efficiency test.
３．The examination fee varies depending on the type of machines, etc. to be examined, and even if it is the same type, it may vary depending on the size etc. Please refer to “Fee Structure of TIIS Certification” for the examination fee made by TIIS.
Ｑ６：How to apply?
Ａ：TIIS accepts an application at headquarters (Sayama city). But before application you are advised to contact the Planning Headquaters of TIIS.
When you send application documents and test samples by mailing or consignment, TIIS will accept your application. However, in this case, as a general rule, the examination fee is bank transfer and let the Planning Headquaters know by email about remittance.
Generally, TIIS asks that you pay the fee after confirming that your application can be accepted.
The method of returning the test samples after completion of the examination, delivery of the document (certificate) which indicates the result of the examination, etc. will be made according to the applicant ‘s request, but the cost will be borne by the applicant.
Ｑ７：How is the examination done?
Ａ：Test and inspection of the examination will be carried out according to the quality management system of TIIS’s Testing and Examination Division with qualified examiners motto as fair and prompt.
Although the place of conducting the test and inspection is the headquarters of TIIS, tests and inspections can be carried out at the place desired by the applicant (manufacturing factory, installation site of machines, etc.) In this case travel expenses, accommodation expenses etc. will be borne by the applicant.
Ｑ８：What is the period required for the examination?
Ａ：If the application documents and test samples are well prepared and the applicant sufficiently cooperates after accepting the application, it takes roughly one month from the receipt of the application to issue of certificate for safety helmets, insulating protective equipment,
insulating devices, mobile contact preventive devices for the teeth of circular woodworking saws and emergency stopping devices on rolling mills for kneading rubber, rubber compounds or synthetic resin.
In the case of automatic electric shock-prevention devices for AC arc-welding equipment, powered press machines, safety devices for press machine and shearing machines, explosion-proof electric machines and appliance (especially intrinsic safety protection), dust respirators, gas masks and powered air purifying respirators take more time, but we are making efforts to output the results within 2.5 to 5 months .
Ｑ９：Is there any special treatment of foreign manufactured products?
Ａ：Regarding manufacturing and inspection facilites, etc., we have handled as shown in Q3. Test reports issued by testing laboratory may be treated as a preliminary test results. Please see “About designated foreign Tesing Agency”.
Ｑ１０：Is there liaison for examination?
Ａ：As a general rule, we receive consultation and questions about application procedures of examination and interpretation of standards for free.
We will make an effort to respond to consultation & questions as soon as possible, but since there is also a balance with examination work, please be aware that there are many cases where you can not answer immediately.
