An overview of the “certification system” under the Occupational Safety and Health Act

1．Regulations on machines with dangerous or harmful work

The types used in Japan are defined according to the type of machine etc. as shown in the following table. (The Occupational Safety and Health Act, Ordinance on Labor Safety and Health Act)

There are 17 types of machines that must be certified. These 17 types of machines, etc., need to be tested by a registered testing agency and pass this.

About the IEC Ex system or ATEX (European Explosion Control Directive) or other foreign-certified devices that have not been re-tested by a registered testing agency, even in Japan. It can not be used , so please be careful.

		Other than the above 17 types, it is not necessary to receive a test, but it is necessary to have a standard and safety device.

2．”Individual certification” “type certification” and “registered certification authority”

Individual test： Verification performed separately for each machine, etc.

Even if it is the same model, it is necessary to receive an examination for every one. As a substitute for the certificate of certification, one that has been marked with a certificate of acceptance on the “statement” of the machine etc. will be issued.

Type test： Verification performed for each type of machine etc.

If the certification is passed, a “type certification certificate” is issued for the type, and during the validity period described in the certification, manufacture or import (without limitation) the machine type etc. can do.

Registered examination agency：

From March 31, 2004, the agency that carries out the examination on behalf of the country has been changed from the official agency designated by the country to a registered examination agency that can be registered if certain requirements are met.
Both individual certification and type certification will be conducted by the registered certification authority unless special circumstances arise.

The machines that must be certified are as follows. (As of January, 2018)

TIIS has been registered by the Minister of Health, Labor and Welfare as a registered verification agency for 1 individual verification test and 12 type verification tests (filled in red).

TIIS has been designated as a testing agency for various machines since it was designated as a testing agency for explosion-proof electrical and mechanical equipment in 1972. Due to the clear distinction between the individual and the type certifications, in 1959, it was re-designated as an individual certification agency and type certification agency for machines etc. which are currently conducting certification.
In addition, a dustproof mask and a gas mask were designated as a type verification agency in November 2000.
As of March 31, 2004, our association has been transferred from a certification agency to a registered certification agency.
About respirator with electric fan, it becomes registered type certification engine in December, 2014.

3．Test criteria

Both individual verification and type verification are conducted based on the “machine verification rules”.
The criteria for passing a test are different for individual and type tests.

【Individual test criteria】

The machine, etc. conforms to the standard established by the Minister of Health, Labor and Welfare.

【Standard of type verification】

It is necessary to satisfy the following two criteria at the same time：
1)The machine, etc. conforms to the standard established by the Minister of Health, Labor and Welfare.
（Standards are established for each machine, etc.）
2)The applicant for type approval (in the case of foreign manufactured products, foreign manufacturers) must have the necessary equipment, etc. for manufacturing and inspection of the machine etc.
（Necessary facilities, etc. are stipulated in the “Machine Regulations Regulations”.）

4．Machines and the like not subject to certification and TIIS

Of the 50 types of machines, etc. that should be equipped with the standards or safety devices established by the Minister of Health, Labor and Welfare, 17 types of machines etc. must be certified, and they are safe by the certification certificate etc. You can check the sex and so on.

On the other hand, for machines that do not require certification, manufacturers generally indicate that they have a standard or safety device, but there are also cases where the end user may request the result of confirmation by a third party.

As a third-party organization, this association confirms that it meets the requirements of the standard for dry-type safety devices, etc. among these machines, in response to requests from manufacturers, etc. “safety performance test” or “certification” Is carried out.
